BitCoin or Liberty Reserve Visa/Debit Card?

Hello,

I live in Dubai, UAE. I would want to know what kind of Debit card (Visa/Master) would you people suggest to me? So far transfering funds from BTC address to UAE has been painful, long and expensive in fees. Please let me know if there is any that has low fees charges and small processing time to withdraw funds from BTC account through that card. Thanks!
